Federal Changes and Their Impact on Health Care in Los Angel

Join us as we explore the implications of new federal legislation on health care access funding, and delivery in L.A. County. We’ll examine key provisions–such as reduced state funding, redetermination processes, work and community engagement requirements, and coverage continuity–and how they may impact hospitals, clinics, public health programs, and economic mobility.

Martha Santana-Chin is the Chief Executive Officer of L.A. Care Health Plan, the nation’s largest publicly operated health plan, proudly serving more than 2.6 million members. Ms. Santana-Chin brings nearly three decades of experience in managed care, operations, delivery system strategy, provider relations, network management, value-based care programs, product development, and overall business line accountability. Before joining L.A. Care, Ms. Santana-Chin served as Plan Chief Product President for Health Net in the California Market, where she was accountable for 3 million members, the Medicare and Medi-Cal lines of business and led health plan operations. Phinney Ahn is Executive Director for Medi-Cal (Medicaid) at L.A. Care Health Plan. In this role, she is responsible for managing the compliance, operating performance, and quality for Medi-Cal members enrolled in the Temporary Assistance for Needy Families (TANF), seniors and people with disabilities, and coverage expansion categories. Ahn is also responsible for developing product strategy and business plans for this membership segment.

Nick Ippolito started his career in public service in 1992 as an eligibility worker with the Los Angeles County Department of Public Social Services (DPSS). Currently, Nick serves as the Department’s first-ever Chief of Staff. His responsibilities include strategic planning, internal and external communications, diversity and equity efforts and legislative advocacy, as well as serving as a key advisor to the Department Head. Before that, he led the Department’s Bureau of Special Operations, consisting of 1,800 employees that administer a wide range of County services and programs, including In-Home Supportive Services.

Sherri Cheatham started her career with the Department of Health Care Services now called Department of Health Services in 1988 as an Intermediate Clerk and transferred to the Department of Social Services in 1990. Currently, Sherri is the Division Chief of the Medi-Cal and In-Home Supportive Services Program Division. She has worked as an Eligibility Worker in General Relief district offices; an entry level manager to program director in the CalWORKs Program; and as an Account Receivable Section Head in a fiscal operation. Sherri also handled a few special assignments involving litigation for the Department. Sherri has stated that when first starting with the county it was only going to be a ‘pit stop’ in her career journey, but she found a calling here that allowed her to be a small part of assisting Los Angeles County residents when they need it the most.
